Residents of Virginia-Highland are frustrated after 12 months of trying to catch a masked man who has been videotaped skulking around homes, exposing himself in the early hours of the morning.
The perpetrator – a white male wearing a black hoodie and black facemask – was first noticed in July 2025. Since then, his increased activity has been reported to the Atlanta Police Department but he remains at large. He was last seen on July 10.
After posting video footage on the social media platform Nextdoor, Holly Hunt immediately heard from other residents who had evidence of the same person. A video shared with Rough Draft shows the man walking down an alley or driveway between one and three minutes after a woman enters her home.
One of the victims told Hunt that she walked home from a neighborhood establishment, heard something as she approached her home, and saw the man masturbating and staring at her. The man has also been linked to a black sedan.
“After he came back a third time, my roommate went to the police station to follow up on our open cases. The cops were not taking it seriously and said they couldn’t do anything about it,” Hunt told Rough Draft. “The head of police said she wasn’t aware of the issue.”
The man has been noticed “only on weekends, usually when girls are going and coming home from bars” according to Hunt.
Kay Stephenson, co-president of the Virginia-Highland Security Patrol (VHSP), confirmed that “unofficial reports suggest that this individual is following women walking alone and exposing himself to them.”
“This matter has been raised with APD Zone 6 command staff during our quarterly meeting of neighborhood safety leaders, and at the most recent NPU meeting,” Stephenson said.
Stephenson said the advice given to Virginia-Highland neighbors includes calling 911, walking in groups rather than alone, and avoiding confrontation or escalation of the situation. The more members VHSP has, the more shifts can be covered, she said.
The Atlanta Police Department confirmed two reports have been filed, one of which is still active.
